In his first remarks to an American audience since the Biden administration took office, Chinese Politburo Member Yang Jiechi delivered a speech on the state of U.S.-China relations. He was introduced by the National Committee’s new board chair, Secretary Jacob Lew.
Director Yang's public remarks were followed by a private, off-the-record question and answer session with some fifty members of the National Committee's Board of Directors, who asked questions on various topics, including the potential for new U.S.-China dialogues, Taiwan, the Belt and Road Initiative, Hong Kong, Xinjiang, media censorship, the possibility of China's joining the Paris Club of creditor nations, and what actions China and the United States could take in the opening weeks of the Biden administration to help create greater political space to move toward better relations.

The National Committee, in partnership with Peking University’s National School of Development, held its annual forecast of China’s economy in the coming year. Leading Chinese economists Hu Yifan, Huang Yiping, and Yao Yang made up the panel. The February 2 program was moderated by NCUSCR President Stephen Orlins. Discussion topics included the following:
- China’s growth trajectory in 2021 and beyond
- The impact of the COVID-19 pandemic on the Chinese and global markets
- Progress and challenges in structural reform; China’s expected reforms in 2021
- Developments and challenges in the private sector
- Cross-border capital flows and U.S.-China trade frictions

Discussion on two-way investment between the United States and China in recent years has focused on declining bilateral FDI and venture capital flows, while portfolio investment has remained under-reported, despite its far greater magnitude. As both countries consider policies that would limit investment flows, a deeper understanding of what is at stake is essential.
On January 26, the National Committee and Rhodium Group held a virtual event in conjunction with the release of the latest edition of their Two Way Street series, which focuses on portfolio investment issues. Rhodium Group's Daniel Rosen and Adam Lysenko were joined by KPMG Chief Economist Constance Hunter and BlackRock Senior Managing Director Mark Wiedman to discuss the report's implications with NCUSCR President Stephen Orlins.

In China, industry and political leaders are capitalizing on sci-fi’s unique ability to inspire the public and project a vision of the future that features China as a global innovation leader. With China’s domestic technology goals, such as being the world’s AI leader by 2030, rising to the fore, Chinese science fiction can provide a window into national aspirations and sources of potential conflict as China works to actualize its ambitious plans.
The National Committee's Young China Professionals (YCP) program held a virtual discussion on January 28 with Aynne Kokas, Jing Tsu, and Yilin Wang on how this genre is working to both reflect China’s present and shape its future.

Monthly Congressional Staff Briefing

As part of its monthly briefing series with senior Congressional staff, the National Committee hosted experts Theresa Fallon (Centre for Russia Europe Asia Studies) and Noah Barkin (Rhodium Group's China Practice) for a discussion of the Comprehensive Agreement on Investment (CAI), the hastily signed EU-China deal that appears to challenge President Biden’s pledge to work more closely with allies on common issues related to China’s economic and human rights practices. The briefing addressed the CAI’s timing, its chances for ratification, its terms, its implications for the United States, and how Congress might recalibrate its China efforts.
